Enable cohort creation for repositories where one dataset has multiple samples

There are several Public omixatlas on Polly where 1 dataset is contains information about multiple samples. Enable cohort creation where:-

1. cohorts created using samples from same dataset
2. cohorts created using samples from different dataset
