Manual Video Duration should be a limit and not a duration, probably needs to be removed

The user likes the ability to press manual record and then press it again to stop at a duration that is not known before recording. The Manual Video Duration should be Manual Video Time Limit or be removed. Dovydas had a hard waired 30 seconds because it was so memory/saving intensive in case someoen forgot to click Stop.

ok. keep the 30 sec default? We had to make a 60 sec video the other day, so I think we should keep it.

The 60 second requirement was for Protocol. So we could hardcode 60 second for manual limit and put a warning if you have a video recording Step >60 seconds.

Manual-video Time Limit changes shipped on 4.0.0-beta at 5d5bd118 (aa8b5cbd + 1cee18c3).

Chris, please build the latest beta and verify:

1. The field now reads "Video Time Limit" (it is the global maximum video length, and it also caps manual recording).
2. Manual record still works as before -- press Record to start, press again to stop early; it also auto-stops at the limit.
3. Create a protocol with a video-acquire Step whose duration is LONGER than the limit. You should get a non-blocking warning -- both when you edit the step and again at run-start -- but the run still proceeds (the limit is a soft cap, not a hard block).

Then either close this issue if it behaves as expected, or add a note describing what is off.

3) not good- is this a different video saving path? It says % complete instead of seconds. Also, it is hard coded stopped at 30 sec, it doesn't obey the global max.
