It appears that iOS 9.3.1 does not update the main Settings panel automatically the first time an app is installed in Developer mode, either directly from xCode or via Ad hoc release. Note that this does not occur for apps installed via the App Store. To bypass this issue double click home button and swipe away Settings panel. This will cause the Settings panel to reload accommodating the specific settings/permission requirements of your app.
