I am wondering if this attribute may be redundant, as it could be inferred from format - i.e. a VHS tape requires a VHS player.

I think we don't need a value list. If archives record it, then maybe is can be a literal. Or we check Ela's metadata list? Probably worth checking with her too, if some value lists can be added from her table.
