v7.1-generate-files workflow generated incorrect PR

PR #706 was incorrect in that it removed v7.1 information.
Need to figure out why the workflow did the wrong thing.

PR #705 was incorrect, which resulted in 706 doing the wrong thing. PR #708 fixes PR 705.

Keeping this open to see if it happens again. If so, there might be a problem introduced by PR #701 (which resulted in creating 705).

FamilySearch/GEDCOM-registries#220 was a start but synstandard.py is still not correct in that PR. Any -v71.yaml file dumped should be the same as the registry_tools\GEDCOM-v7.1\extracted-files\tags\ file from which it was derived, except that the superstructures should include any URIs from the base file subsumed. That includes, the YAML header, trailer, blank lines, etc.
