Update default Deivce agent Docker container to 22.9 for NR 5.0

Current Behavior

NR 5.0 requires at least NodeJS 22.9 to start

With 20.x it will fail to start

Expected Behavior

NR 5.0 remote instances to start

Steps To Reproduce

create new device agent bound to application
mount device.yml into container
