Device installer shows a tofu/alt char instead of ⏎ glyph

Current Behavior

the keyboard instructions do not render the ⏎ glyph on certain terminals / fonts making it unclear what the user needs to do.

Expected Behavior

Shoould show something meaningful

Steps To Reproduce

run (for example) in default powershell (not in windows terminal) or any terminal with less capable font.
