The lint:hygiene CI gate (test-on-push.yml) was RED at HEAD: 20 internal 'Memo NNN' references in shipped src/scripts/docs/tests (from earlier PRDs — provider-proof-sweep, pretest-baseline, ProviderProof, RebuildIndex, improvement-loop.md, license-artifact.md, harness.md). Reworded each to stable concept terms / PRD labels (F11, PA-1, PA-6, PRD-005) per the linter's own fix guidance. No behavior change (comments/strings/doc text only). Verify: lint PASS (exit 0); 660/660 tests green.
