Reconfigure ThermoEngine repository into standard FWL structure

This repo is a direct copy of the original ENKI-Portal GitLab repo. However, we need to reconfigure it so that the workflows and documentation files are in a format consistent with the other FWL repos.

Items:

• code of coduct
• issue templates
• workflows
• links to other repos
• documentation

Ideally, we should also remove large files from its git history.
