makebcs topo documentation and shared file location

The addition of the topo processing to makebcs in #1054 probably needs a bit more cleanup/documentation:

• The objective of each of the scripts in the new directory ./utils_topo is somewhat unclear. What's the difference between "generate_topo.sh" and "make_topo.py"? What do "scrip_to_cube_topo.py" and "scrip_to_restart_topo.py" do, exactly? How do the latter relate to "generate_scrip_cube.F90"? Is "scrip" short for "script"??? Either a short README file or some comments at the top of each file are needed.
• There's at least one reference to a personal discover:/nobackup directory:

Just a quick follow-up after talking to @gmao-rreichle: I’ll add a README or comments at the beginning of the files so it’s clear what each file does.

For reference, we only added a couple of new files like make_topo.py and some in the Topo repo. All the other files were already there, we just added information to them. There’s some documentation in the NCAR repo, but not much inside the files themselves. I’ll try to collect that info and add it to our versions.

I’ll also move the unused file (the one with the hard-coded path) to obsolete, since that was part of the old framework.

Originally, @weiyuan-jiang added files under the makebcs tree, but we’ll move them to subdir preproc.

Did I miss anything? Once I find time, I’ll work on new PRs.

None of these changes affect the science, it’s just cleanup and documentation.
