Add collaboration tools to 18F "How we collaborate with partners"

This page could use a little more meat (or possibly a link to guidance elsewhere) about which of our collaboration tools are available to partners, and what to do when they can't use them.

I think the draft content above has a lot of value and is definitely worth adding, but I also think right now it may overlap a lot with other content. @saraheckert what do you think? How would you like to proceed with this one?

I don't think the two are all that differentiated, but as I read them, the former is more about how we relate to them as people, and the latter is more nuts-and-bolts tools that we use to work with them. I think the draft content may overlap with both to some degree, but probably moreso with the latter page.

After reviewing the draft content in the google doc and the how we collaborate section, I feel that the draft content would definitely be a value add to the "how we collaborate" page as it offers tools and solutions for project teams that are more specific in nature. Any opposition with merging some of this content into the current page? If so, I can work on this task or delegate to someone who is interested in this task.

Just wanted to reiterate a note Corey made in the draft content doc which is that we won't endorse specific tools in the handbook. I agree that the majority of this content could be merged in, as it's distinct from the existing handbook content and isn't tool-specific.

OK, so the plan forward is to take the draft doc and add the new material to the "How we collaborate" page, correct?

Yes, and just remove anything that would endorse specific tools. @tbaxter-18f is this something we should consider adding to the non-billable project list for folks to work on or did you want me to tackle?

I think unless there's a pressing need we can just leave it in the backlog of issues. But I also think we can definitely point people at the issue list and let them have at it!

Also a lot of overlap with the project artifacts PR noted above. I think we can combine these efforts: 18F/project-artifacts#28
