fix(verify-network): use ENGINE_TOKEN to open the promotion PR
The default GITHUB_TOKEN can't create PRs (org policy) and TECHAPI_TOKEN isn't a TechAPI secret, so the PR step failed after promoting. Prefer ENGINE_TOKEN (a PAT present on this repo). Refs #1
