Add get_vrf_statistics to OESS::NSO::ClientStub for unit testing of OESS::NSO::Discovery

This change should include a test that verifies:

1. OESS::NSO::Discovery::handle_vrf_stats properly updates the state of the VRF
2. The proper JSON payload is passed to $self->{tsds}->add_data
