Is there a document explaining how to get this installed and running on Debian 10?

I'm afraid not. Actually, I don't think anyone has tried to get this running on a non-rhel distribution. To use this outside of centos/redhat/fedora you'll need to assemble the required dependencies found here and get the perl libs setup yourself.
