DOProvider.Plan still non-canonical — refactor to platform.ComputePlan

Context

P-DO PR #61 collapsed DOProvider.Apply to wfctlhelpers.ApplyPlan (TP2) but left DOProvider.Plan non-canonical. The codemod's lint mode flags this; out-of-scope for the v2 dispatch migration.

Separate refactor PR: refactor(provider): collapse Plan to platform.ComputePlan.
