Basic Instructions How to run the File

Just wondering if there are some basic instructions how to run the file? I downloaded it and tried to run it, i think i should have python installed but I dont know which version to use or any particular configuration to use.

Ubuntu 20.04.2
What I tried:
Downloaded
Unzipped
Made it executable.
clicked at it, it only opened it in Txt
used terminal and it says "Command not found"
its color changed in Terminal as executable.
