Wozza and Sir Slushes don't respect World State.

Description of the bug:

Wozza initially spawns already in his cave acting like he already gave you his Jiggy making his Jiggy unobtainable

Can you reproduce? If so please list the steps:

• No, I cannot reproduce this bug
• Yes, here are the steps to reproduce the bug:
  Go to Freezeezy Peak and look for Wozza.

Expected behavior:

Wozza should be outside before giving you his Jiggy.
