Release v0.9.3 (#49)
* more dry * license change * nist response * JACS email functions (`sign_email`, `verify_email_document`) currently require `&SimpleAgent`. Users who have a `jacs::agent::Agent` must wrap it in `SimpleAgent` just to sign or verify emails. This adds friction for advanced users and library integrators.
