test(ci): Model resources validation and dependencies resolution

Objective

The objective of this issue is that of building a CI pipeline performing the below tasks

1. Verify that all the requirements for the PR are met, no missing files, etc. (Defined in docs(models): Define requirements for the integration of a new model #2)
2. Dependencies resolution upon PR creation (Defined in build(deps): Cross model package resolution #1)

Expected outcome

Upon completion of this issue, the necessary CI pipeline steps (assuming using SPS) are committed to the repository and the triggers are configured in the project settings.
