Change proposal description
We would like to add the following fields to https://inspire.ec.europa.eu/schemas/ps/5.0/ProtectedSites.xsd so that this XSD can be used to validate the High Value Dataset of Stiltegebieden (Quiet Areas). The High Value Dataset for this theme contains the original INSPIRE attributes, plus additional attributes with data provided by the provinces.

Issue faced
The proposed fields will make integration with the Environmental Noise Directive (1002/49/EC) reporting for Quiet Areas easier as both datasets will be complementary to each other.
The INSPIRE validator (https://inspire.ec.europa.eu/validator/) does not validate the High Value Dataset of Quiet Areas as in addition to the INSPIRE attributes, it also contains extra attributes. As a result, the dataset does not pass the validation checks of PDOK either.
Proposed solution
We would like to create an extended version of https://inspire.ec.europa.eu/schemas/ps/5.0/ProtectedSites.xsd that includes the additional attributes (including the mandatory fields of the END reporting) from the High Value Dataset (HVD) of Stiltegebieden (Quiet Areas). By using a validator that references this extended XSD, the HVD would be able to pass validation.

Impact on IR
Once the XSD has been expanded the workload for the EU memberstates decreases as they only have to supply one dataset containing INSPIRE, HVD and END attributes.
We do not have sufficient knowledge to determine the total impact on the Implementing Rules (IR).

The INSPIRE validator must use the extended XSD when validating the High Value Dataset (HVD) of Stiltegebieden (Quiet Areas).
