Change proposal description

We would like to add the following fields to https://inspire.ec.europa.eu/schemas/ps/5.0/ProtectedSites.xsd so that this XSD can be used to validate the High Value Dataset of Stiltegebieden (Quiet Areas). The High Value Dataset for this theme contains the original INSPIRE attributes, plus additional attributes with data provided by the provinces.

Issue faced

The proposed fields will make integration with the Environmental Noise Directive (1002/49/EC) reporting for Quiet Areas easier as both datasets will be complementary to each other.

The INSPIRE validator (https://inspire.ec.europa.eu/validator/) does not validate the High Value Dataset of Quiet Areas as in addition to the INSPIRE attributes, it also contains extra attributes. As a result, the dataset does not pass the validation checks of PDOK either.

Proposed solution

We would like to create an extended version of https://inspire.ec.europa.eu/schemas/ps/5.0/ProtectedSites.xsd that includes the additional attributes (including the mandatory fields of the END reporting) from the High Value Dataset (HVD) of Stiltegebieden (Quiet Areas). By using a validator that references this extended XSD, the HVD would be able to pass validation.

Impact on IR

Once the XSD has been expanded the workload for the EU memberstates decreases as they only have to supply one dataset containing INSPIRE, HVD and END attributes.

We do not have sufficient knowledge to determine the total impact on the Implementing Rules (IR).

Impact on INSPIRE validator

The INSPIRE validator must use the extended XSD when validating the High Value Dataset (HVD) of Stiltegebieden (Quiet Areas).

The END reporting datasets (hence also the Quiet Areas) are already compliant to INSPIRE, as they are an implementation example of the INSPIRE Good Practice of the GeoPackage encoding of INSPIRE datasets.
If your Quiet Areas dataset has been successfully reported into ReportNet3, your GPKG is in compliance with the EEA model.

For this latter all the artefacts needed to claim INSPIRE compliance (description of the logical model, empty GPKG template, a GML-to-GPKG model transformation, an executable ETL that transforms END GPKG data into INSPIRE GML datasets, INSPIRE compliance evidence i.e., INSPIRE Validator reports) have already been provided by the EEA.

Therefore, provided that you passed the EEA quality controls, it is not necessary that you provide all the evidence again. You are not required to create a GML dataset, it is sufficient that you create the metadata for your END Quiet Areas GPKG dataset following the example provided here for the DF1_5 Agglomeration source.

Documentation of END reporting models is available on a dedicated Noise section of the Eionet portal. However, the full documentation of INSPIRE validation for Noise reporting datasets is in progress. Currently this is available only for the DF1_5 datasets in the dedicated INSPIRE Validation section of the Eionet portal . The EEA plans to publish the documentation and executable projects for all the END dataflows later this year, as soon as possible. I will post an update here when this happens.

In addition, I am afraid that the extension of the Protected sites data theme that you propose would be in conflict with the END model for the Quiet Areas (see related UML model below) which is an extension of the INSPIRE AM data theme.
