`kafka_dae_diagnostics`: detector diagnostics

From kafka_dae_diagnostics we want to publish something that gives functionality similar to existing IBEX/ICP "detector diagnostics" view (i.e. easy identification of non-counting detectors, fast-counting detectors).

Discuss with DSG what diagnostics are useful to have available in IBEX as they are the primary users of this screen.

Discuss with DSG where the boundary is between metrics IBEX provides and metrics provided by DSG diagnostic system.

We can pull DSG metrics into IBEX or DSG can pull metrics from IBEX into their systems where there is overlap.
