Rotate default log files of INN programs in scanlogs

Some programs like **pullnews** can write logs in a dedicated file, when called with an appropriate option.  They should be rotated by **scanlogs**.

Let's check which programs have that feature, add support for log rotation in **scanlogs**, and document that log rotation occurs when the standard name is used for the log (i.e. _pullnews.log_).
