Support POST in innxmit

From Dmitry Yasir dima@scm.com.ua, this is a patch to support sending articles to a remote server with POST instead of IHAVE. This is kind of broken from a protocol standpoint, but is a workaround in some situations without real feeds.

We've recently come across such a situation in fr.comp.usenet.serveurs where someone runs a local INN without peering. He retrieves external messages with newsx from another server, reads them on his INN, replies on his INN which generates a batch that he wants to POST to another server. It appears that there's no native tool in INN to do that (rnews knows only IHAVE for instance). Such tools exist in other packages (like rpost in suck, or also newsx).

The idea of implementing POST in at least innxmit sounds useful for that use case. An option should be added to nntpsend so that it could call innxmit in POST mode.
