Steps to reproduce
When making a new tag group and the tags reach the next row, up/down arrow doesn't go up/down the rows of text, only left/right scrolling works.
Expected vs. actual behavior
Up/Down arrow should move up/down the rows of tags in the "Create tag group" section of the Tag Groups tab.
