[v1 readiness][maximus] Native package support matrix and GitHub Action smoke

Goal

Verify the v1 native package support matrix, npm wrapper packages, and GitHub Action smoke path match the documented runtime boundary.

Implementation steps

  1. Confirm supported native packages: darwin arm64/x64 and linux arm64/x64 gnu.
  2. Ensure unsupported Windows/musl behavior is documented and tested as limited/fallback only.
  3. Verify root action and marketplace wrapper smoke paths.
  4. Capture packed wrapper smoke evidence requirements.

Parallelization note

May conflict with M4 on release workflow docs; sequence if needed.

Should align with M1 fallback contract.

Validation / evidence required

  • npm test
  • cargo test --workspace
  • node ./scripts/run-packed-wrapper-smoke.mjs <pack.json> ./test/fixtures/clean-project when pack artifact exists
  • action-smoke workflow evidence when safely runnable

Completion criteria

  • Required validation evidence is pasted into the PR body or final issue comment.
  • No v1 version bump/tag/publish is performed.
  • If any required evidence is unavailable, the issue remains open with the gap classified as Medium/High rather than being marked complete.
