After this PR has been merged, we need to add a test case in the CTS.

Note also, I think the test case we need to add would set the kernel arguments after recording the kernel command into the command buffer. So, specifically, something like:

1. Create a kernel (using clCreateKernel) but do not set at least some of its arguments yet.
2. Record the kernel into a command buffer (using clCommandNDRangeKernel). This should not be an error.
3. Eventually, finalize the command buffer (using clFinalizeCommandBuffer). This should not be an error.
4. Check that the state of the command buffer is FINALIZED.
5. Set any missing kernel arguments (using clUpdateMutableCommandsKHR).
6. Check that the state of the command buffer is EXECUTABLE.
7. Execute the command buffer and verify that it executed correctly with the set/updated kernel arguments.
