I did some investigation, and WithIds is being set if BasicAuth credentials are set. I'm not sure this is behaviour that we want as it sets IDs for all entities, not just basic auth credentials.

I read the conversation at Kong/go-database-reconciler#342 (review), but would expect to have to pass --with-id here rather than it being implicit
