Fix arenas not having BMGs

This can be done by putting the messages in PulsarBMG.txt instead of MenuSingle_*.szs/message/Common.bmg.

Advantage: This immediately also makes adding other BMGs easier.
Disadvantage: Some work is required to determine where Pulsar is installed.
