New oc_members, on which networks are they recruited?

In PR LABSS/PROTON-OC#249, a strategy for collecting information regarding the recruitment of new oc_members was added. The general idea is to figure out what networks are being used to recruit new members. It would be nice to implement it in the Python version as well.
