cggmp24-spec.pdf spec file is missing

Some code, README.md, and spec/README.md refer to this file as being built, but it does not exist.
I see the "Build CGGMP24 Spec & Docs" workflow with the "Build PDF" job, and it succeeds.

Hey, thanks for noticing. Yes, the link got broken, the right link is this one, or you can find the compiled doc in any recent PR, or you can build it from the sources. I will fix the broken link.
