Add test cover to the DatasetPrep Classes #27

The various dataset classes (
IAPRTC12DatasetPrep,MSCOCODatasetPrep, etc.) need full test coverage. Unfortunately many of their methods require the raw data (which is gigabyte scale). Some work around is needed.
