For short comments, "collapsing" now makes them bigger

Since the latest update, collapsing a comment also shows the first line of the comment. But for one-line comments, this just makes it longer.

Hi @93Pd9s8Jt , would it be better if there's an option to opt out the collapsed comment tile with preview text altogether? Calculating if a comment should show preview text based on its text length along with other factors such as font, text size, etc could be heavy.
