Ability to toggle particles or make new animated particles

I love the vanilla wind charged particle and was really disappointed to find that this mod replaced the animated texture with a static particle. from this, I'd like to request the ability to either disable Individual particle effects, or the ability to make Instance animated particle effects like the vanilla potion and wind charged particles.
