Allow adding users to existing channel

This could be accomplished by creating a new channel with all the old users plus a new one and then archiving the old one. Ideally, a message would be sent to each peer by the person running the action sending an archive of old messages and times so that message history could be recreated in the new channel, essentially making it seem as though the user merely added a user to a channel.
