Minimal Use Case as Starting Point

I want to suggest this minimal use case as a starting point:

Access the endpoint and

• get the number of available DDI-Codebook records at this endpoint
• get all IDs of available DDI-Codebook records at this endpoint
• get the Codebook-XML of an ID

Publicly available example of this kind of metadata:
