operator reminder on decay

from ringo: It would also be great if after a certain decay time, the operator could be reminded to un-decay it. For example, after a day it would remind the operator to check and see if hospital x is still over-capacity and unable to treat new patients.

I wonder what this reminder would look like. This is what the decayimage is intended to be, a reminder to operators to try and get new info on the incident.
