[Bug] New files uploaded to File Manager automatically create draft sign containers in eSigner

Description

Any new file uploaded to the File Manager automatically creates a signing container in Draft status in eSigner, even when the user didn't initiate a signing process. This behavior confuses users and clutters the Draft list in eSigner

Steps to reproduce

Steps to reproduce the behavior:

1. Upload a new file to File Manager.
2. Open eSigner.
3. Observe that a new sign container in Draft status is created automatically.

Expected behavior

A sign container should be created in eSigner only when the user explicitly starts a signing flow.
