Repository is not working

Symptoms

During building base image the repository is not working with this message:

clearwater-docker$ docker build -t clearwater/base base

execute the command:
docker build -t clearwater/base base

investigating the repository shows that the URL is not available
https://repo.cw-ngv.com/stable
