Replace HQM with Better Questing

We've had some discussion about this before in the Discord, but I figure I should make an issue about it here too.
HQM is old, buggy, and is annoying to make quests for as a group since it saves all of the quests to one file. We should replace it with Better Questing (Also needs the Standard Expansion for tasks).

This migration will require a few different things:

• Reimplement reputation system and death tasks. I'm currently working on an addon for this.
• Recreate all of the current quests in Better Questing. I believe there are importers as part of BQ/StandardExpansion that make this easier, but I have not looked into those yet.
• Create a system to import current player/party quest progress from HQM.
• A new cover picture. HQM's is in a portrait aspect ratio, while BQ's is landscape. I'd love to rebuild the original setting if we can find where it was done. I've looked around the map and the internet but haven't found it yet.
