Add Seal of Reliability to feeds search endpoint

Allow the user to add 'sealOfReliability' to the body of the feeds search endpoint
In the response of the feeds search endpoint, expose the 'sealOfReliability' property per feed

Question

• If a user who doesn’t not have access to the seal of reliability tries using the api to filter by seal of reliability how do we handle that? Send back an error?
