The "offline" desktop editor (v 3.13.3) now requires internet connectivity in order to start... it just hangs on a white screen forever if you're offline.
If I connect to the internet before starting the app, it works normally, even if I go offline after starting it. But if I'm offline (as my studio machine generally is) at app launch, it won't start up.
