Backend support for experimental data

Endpoint should support:

• Uploading to SBH and/or FJ
• Collection uri
• Required metadata, required params, experimental results (SBH), experimental results (FJ)
• Overwrite on/off (Need to check on overwrite options and fix)

Requires updates to SBS backend and Tricahue (XDC)

• More streamlined XDC run
• New function in XDC to support SBH attachments
