Missions will likely want to be able to trigger actions from command line tools. May want to allow missions to do that via aerie-cli - although there is a risk/security discussion that should be had.
This could alleviate the need for us to build explicit "trigger" functionality into aerie actions, and our answer for missions can be "use the aerie-cli to trigger actions if you need to". Would like to hear thoughts from @dandelany and @joswig
