Enable edits to existing tables (collections) when RDS restored from snapshot

What

Tipg ingests involve editing tables and when the tables in a snapshot were created by a different user (or admin) the default user may not be able to load new records.

• SM2A ingest pipelines (EIS and generic vector) can update existing tables when RDS is based on a snapshot
