Improve Translator Refactored Diagram

Suggests from our session at the June 2026 Translator Relay:

• Add Python/uv tool to generate Translator component dependency diagrams #9
• Think about how this information can be used in cadence planning:
  • Triggers: these steps are rerun when Biolink Model or Babel version changes, these steps are run every week/every Tuesday/first of every month, etc.
  • Time-taken information: regenerating this artifact takes one week, etc.
• Improve Dog Park
  • Add trigger indicating manual loads into Gandalf and Tier 0
• Publish this somewhere: either in this repo or in the Translator Documentation somewhere.
  • It is related to the Translator Glossary, so should be closely connected to that.
