Build a Translator SDK

This is a explicit DOGSURF goal, so do actually need to build this.

This could be based on/built into the Translator Component Toolkit.

• @ctrl-schaff to work on adding NodeAnnotator to TCT.
• Targeting ARS might be a problem because it would make it easy to overload the system. We might want to focus on the core components only for now.
• Are there opportunities to find "internal" customers for this tool e.g. in the teams building the ingest workflows in DINGO?
