replace agent container monitoring infrastructure with builtins

You can use a [restart policy](https://github.com/containers/podman-py/blob/3cd3d826bea2f8f7c05b9bf9810b5373e4b47677/podman/domain/containers_create.py#L249) instead of our current monitoring stuff.
