Setting up Docker Builds to an internal/private container in Github

Why is this needed:

In gitlab there is a pipeline which will build a container and push to our internal registry for other teams to utilize (mainly NWM). This process needs to be replicated in GitHub

What needs to be done:

• create a new workflow in Github to build containers
• create a new Dockerfile to work with this new container
• Ensure build can be scanned with sonar cube and the necessary procedures.

Expecting this to have some back and forth with Infra to ensure we're meeting all requirements from the contract, but an MVP for this release structure is doable.
