`fre run`: fre list tables

Another fre list subtool to list tables.

Describe the solution you'd like

• Will have --diag-table, --data-table, and --field-table options
• returns a list of tables referenced in the yaml

Figure out:

• will they be combined here?? (would then need fms-yaml-tools in the fre-cli environment)
• will they be combined in the cylc workflow (could use module load fms-yaml-tools)
