Make conda-forge package

Currently our conda packages are released on nvidia channel, we should also release them on conda-forge channel.

I have been working on this (before I left for vacation and picking it up again now). I have a working local build now after moving some dependencies into the base of the split build requirements. I will clean it up a little and create a PR once I have had a chance to do a little testing.
